WASHINGTON and AMSTERDAM and LONDON, July 22, 2020 /PRNewswire/ --
International human rights expert David Kaye will join the Global Network
Initiative as the new independent chair of its Board of Directors. Mr.
Kaye will assume his position later this Fall upon completing his term as
United Nations Special Rapporteur on the promotion and protection of the
right to freedom of opinion and expression. In addition to holding this
important role since August 2014, he is also a clinical professor of law
at the University of California Irvine School of Law where he directs the
International Justice Clinic.
During his time as UN Special Rapporteur, an independent expert mandated
to monitor freedom of expression for the UN Human Rights Council, Mr. Kaye
addressed multiple topics central to GNI's mission. He published landmark
reports on issues at the intersection of State action, the private sector,
and freedom of expression in the digital age.
In welcoming Mr. Kaye as the independent chair, GNI's Executive Director
Judith Lichtenberg noted that, "David is one of the world's leading
intellectual and moral voices on human rights and technology policy. We
could not think of a better person to lead GNI into our second decade of
work at the intersection of these key issues."
Mr. Kaye will succeed Mark Stephens, CBE, a London-based partner at the
law firm Howard Kennedy, and an internationally recognized and respected
human rights and free expression lawyer and advocate. GNI is immensely
grateful for Mr. Stephens' many contributions over the years, including
leading the expansion of GNI's Board through the addition of
telecommunications and equipment manufacturing companies to its membership
and the organization's work to promote freedom of expression and privacy
when countering extremism online. Happily, Mr. Stephens graciously agreed
to extend his mandate after completing his second and final three-year
term in April 2020, to secure a smooth independent chair transition.

Что будет когда заработает спутниковый интернет от Илона Маска?
Как известно, недавно произошло знаменательное событие: SpaceX, компания
известного и неординарного американского предпринимателя Илона Маска в
рамках осуществления своей программы доступного глобального спутникового
Интернета Starlink, вывела на орбиту очередные 58 спутников, и таким
образом число запущенных спутников Starlink достигло 538.
Напоминаею, что всего планируется вывести на околоземную орбиту 12 тысяч
небольших спутников, а начать предоставлять услуги доступа в интернет Маск
планирует после того, как число аппаратов Starlink на орбите достигнет
800.
И, как предполагается, уже к концу текущего 2020 года спутниковый интернет
от Илона Маска появится в северной части США и Канаде. А южные штаты США,
где есть опасность шат–дауна от сезонных ураганов и торнадо (середина
сезона – август и сентябрь) – планируется покрыть до начала этого сезона в
2020 г.
Далее, к 2021 году – широкополосный доступ в интернет от Starlink станет
доступен по всему миру, причем доступ к cети никак не связан с наличием
наземной инфраструктуры. Так что, станут покрыты территории, на которых
раньше можно было получать доступ в Интернет только через дорогие
терминалы двухстороннего спутникового интернета Vsat, либо через ещё более
дорогие системы типа Inmarsat, Globalsat, Thuraya.
Нынешние власти России неоднократно в полуофициальном порядке выражали
недовольство проектом Starlink, считая его нарушением суверенитета России
и других стран. Действительно, пока с переменным успехом власти пытаются
зарегулировать интернет наземный, а тут еще такая напасть из космоса –
интернет от Илона Маска.
При этом ситуация – не сильно–то оптимистичная для российского
государства, в том смысле, что руки оказываются связаны при любом методе
противодействия.
К ужасу сторонников информационной изоляции Российской Федерации,
технической возможности (при известных ныне технологиях) массово «глушить»
соответствующие частоты сети Starlink не будет даже в густонаселённых
городах.
Это абсолютно не то же самое технически, что глушить в 1970–х и 1980–х
годах коротковолновые трансляции радиостанций «Свобода» и «Голос Америки»,
когда можно было на Москву поставить несколько глушилок – и тему закрыть.
Для «Старлинка» – используются частоты Ku–диапазона (10,7 … 18 ГГц) и
Ka–диапазона (26,5 … 40 ГГц), в основном в пределах 10,7–12,7 ГГц,
13,85–14,5 ГГц, 17,8–18,6 ГГц, 18,8–19,3 ГГц, 27,5–29,1 ГГц, 29,5–30 ГГц,
которые куда более «энергоемки» и при этом распространяются только в
прямой видимости.
Так что поставить несколько глушилок 11–40 ГГц на город – не хватит, их
потребуется размещать по типу сотовых базовых станций, причем с немалыми
мощностями передач, и это создаст такой уровень «электросмога», что
излучения от вышек связи 4G и 5G – покажутся курортом, и без шуток,
вспышки вызванных такими излучениями заболеваний – не избежать.
Плюс всевозможные помехи сетям мобильной и фиксированной связи, не говоря
уж о приеме цифрового спутникового телевидения и V–sat интернета.
При этом, ничего не помешает пользователю, скажем, разместить любой
терминал внутри заземленной металлической коробки (например, корпуса от
старой СВЧ–печки), и тем самым во многом отсечь влияния находящихся на
уровне земли передатчиков–глушилок. Ведь в России на каждую глушилку
найдется по три умельца – ограничения обойти.
Кстати, как известно, терминал StarLink будет представлять из себя плоскую
антенну в виде ФАР (Фазированной Антенной Решетки) размером с коробку от
пиццы (48 см диаметра), которая может быть размещена на любой
горизонтальной плоскости.
Но это все только на текущей фазе развертывания 1.
В фазе 2 развертывания системы StarLink (окончание в 2024 году) будет
произведен переход на частоты
